Psychopathic leaders?

Do you think it's possible that Gaddafi is a psychopath. I mean he turned on his own people and gave his pro Gaddafi force permission to shoot them? Is it possible that afew other notorious leaders such as Hitler were psychopaths? And why do we allow them to get to such a high authority position before stopping them?? Psychopathy btw is a BIOLOGICAL brain condition that renders a person unable to feel empathy or remorse from birth and they can only see other people as objects. Or perhaps Gaddafi is just very egoistical?
